Project Description
Located in the Gulf of Mexico in 5,000 feet (1,524 meters) of water at Green Canyon Blocks 679 and 680, the Constitution field has estimated proven and probable reserves of approximately 110 MMboe. Anadarko owns and operates the Constitution field with 100% interest.

The initial well, drilled to a depth of 13,727 feet (4,184 meters) by the semisubmersible Noble Amos Runner, encountered more than 100 feet (30 meters) of net oil pay in a shallow Plio-Pleistocene objective. The second well, located approximately 4,000 feet (1,219 meters) northwest of the initial exploratory well and drilled to a depth of 15,213 feet (4,637 meters), encountered approximately 375 feet (114 meters) of net oil pay in Plio-Pleistocene sands. Discovery of the Constitution field was confirmed by the second successful well, located in a separate fault block.

The field was discovered in 2003 and came online on March 27, 2006, reaching peak production volumes of roughly 40,000 bopd and 75 MMcf/d from all six dry-tree wells.

Truss Spar

In early 2004, Anadarko approved the development of its Constitution field utilizing a truss spar facility. The total project costs were approximately $600 million.

The Constitution truss spar was originally modeled after the company's Gunnison spar located on Garden Banks Block 668; however, following the discovery of Ticonderoga field in April 2004 by Kerr-McGee, Constitution's capacity was expanded to accommodate the additional production. As a result, Constitution has the capacity to process 70,000 bopd and 200 MMcf/d (6 MMcm/d) -- an increase in oil capacity of approximately 75% from its initial design. The spar is located in nearly 5,000 feet (1,524 meters) of water approximately 190 miles (306 kilometers) south of New Orleans, La.

The hull of the truss spar is 98 feet (30 meters) in diameter and 550 feet long. It has a displacement of 59,250 tons and a steel weight approaching 15,000 tons (13,608 tonnes). Technip built the hull at its Pori, Finland, yard. Technip also engineered and delivered the associated moorings and production riser system.

Gulf Island Fabrication built the topside for the Constitution truss spar platform in Houma, La. Also, Mustang Engineering provided engineering, procurement services and project management assistance for the topsides production facility.

Satellite Fields

Caesar

Another field currently utilizing the truss spar is Anadarko's Caesar field. It is located in approximately 4,500 feet (1,372 meters) of water, roughly 160 miles (257 kilometers) south of Houma, La.

Anadarko operates Caesar with a 33.75% working interest, Shell holds a 22.45% interest and Chevron holds 20.25%; and Statoil holds the remaining 23.55% interests.

Anadarko drilled three wells on the field and connected them to the Constitution Truss Spar. A fourth development well is expected to be drilled and completed later this year, as part of the planned Phase I development.

The field commenced production on March 7, 2012.

Ticonderoga

The Ticonderoga field is located on Green Canyon Block 768 in a water depth of 5,250 feet (1,600 meters). Anadarko operates the field and holds a 50% working interest; Noble Energy holds the remaining 50% interest.

The satellite field consists of two subsea wells tied-back to the Constitution spar facility.

The field contains estimated recoverable reserves of 30 to 50 MMboe, and commenced production Feb. 21, 2006.

Pipeline

Cameron Highway Oil Pipeline Company, a venture jointly owned by GulfTerra Energy Partners and Valero Energy Corporation, executed an agreement in 2004 with Kerr-McGee for the dedication and movement of crude oil production from the Constitution and Ticonderoga fields. GulfTerra installed, owns and operates the 70-mile (113-kilometer), 16-inch-diameter oil-gathering pipeline with a minimum capacity of 80,000 barrels that connects the fields with the Cameron Highway Oil Pipeline at the Ship Shoal Block 332B platform.

The Cameron Highway Oil Pipeline System is a 390-mile (628-kilometer) crude oil pipeline system with a capacity of approximately 500,000 barrels a day. The 30-inch-diameter pipeline segment of the system begins at Cameron Highway's Ship Shoal Block 332B platform 75 miles (121 kilometers) south of the Louisiana coastline and runs west 113 miles (182 kilometers) along the Outer Continental Shelf to GulfTerra's Garden Banks 72 hub platform. From Garden Banks Block 72, the pipeline goes northwest to the High Island Block A-5 platform, from which two 24-inch pipeline segments deliver oil to multiple delivery points in Texas City and Port Arthur, TX.

Anadarko Turns on Caesar/Tonga Taps in Deepwater GOM
Type: Production Start

Mar. 2012 - Anadarko commenced production at the Caesar/Tonga joint development in the Green Canyon area of the deepwater GOM on March 7, 2012. Production from Caesar/Tonga, with an estimated resource base of 200 to 400 million barrels of oil equivalent (boe), is expected to ramp up to approximately 45,000 boepd from the first three subsea wells. A fourth development well is expected to be drilled and completed later this year, as part of the planned phase I development. The subsea satellite wells are tied-back to the Constitution Spar floating production facility.

Anadarko Delays First Oil from Caesar/Tonga Project
Type: Status Update

Jan. 2011 - Anadarko announced that a mechanical issue involving the production riser system at the Caesar/Tonga project in the Gulf of Mexico will delay first production, which was expected in mid-2011. Recently, the production riser system underwent an extensive qualification program prior to installation, but Anadarko's recent hydro testing of the riser provided results that preclude it from being put into service. Anadarko plans to continue the completion activities as they work with the co-owners to secure a reliable alternative for the production riser. Caesar Tonga is a joint development project that began in early 2007 as a subsea tie-back to the Constitution Spar facility.

Anadarko to Further Develop Caesar Tonga Project
Type: Status Update

Mar. 2010 - Anadarko submitted a DOCD to MMS to further develop the Caesar-Tonga project. Under the DOCD, Anadarko will place four wells on production and install right-of-way and lease term pipelines. The work performed will take place on Green Canyon Blocks 683, 726 and 770. Caesar Tonga is a joint development project that began in early 2007 as a subsea tie-back to the Constitution Spar facility. First oil from the project is targeted for early 2011.

Anadarko Assessing Facilities after Gulf Storm
Type: Status Update

Nov. 2009 - Anadarko reported that it is assessing its facilities and anticipate returning personnel to operated platforms later today and tomorrow. The company will begin ramping up production as soon as it is safe to do so. Independence Hub, Constitution, Marco Polo and Neptune in the Gulf of Mexico were all shut in and evacuated late Sunday as a safety precaution due to Ida, which is now a tropical depression.

Aspen Aerogels Contracted for Insulation Work at Caesar-Tonga

Nov. 2009 - Technip awarded Aspen Aerogels a contract to provide its Spaceloft aerogel thermal insulation for the Caesar-Tonga subsea tie-back to the Constitution Spar in the Gulf of Mexico. Caesar-Tonga is located in the Green Canyon area and the field development consists of two pipe-in-pipe insulated oil flowlines connected to two insulated flexible risers that originate from the spar. First oil is targeted for early 2011 via the Constitution Spar facility at Green Canyon Block 680.

Subsea 7 Tapped for Services at Caesar/Tonga Complex

Nov. 2009 - Anadarko awarded an engineering, construction and installation contract to Subsea 7 for development of the Caesar/Tonga complex located in approximately 4,500 feet (1,372 meters) of water, roughly 160 miles (257 kilometers) south of Houma, La. Scheduled for start up in 2H 2010, the Subsea 7 workscope is to design, fabricate and install (using its pipelay and construction vessels) two manifolds and two riser base pipeline end manifolds, transport and install two flexible risers and to fabricate and install 10 jumpers, two main umbilicals and associated flying leads.

Caesar/Tonga Remains on Schedule

Nov. 2009 - Anadarko reports that its Caesar/Tong development project is on schedule. The GC683 No. 1 well is currently being drilled as an updip sidetrack to the original Caesar discovery well. Subsea construction is underway with first oil targeted for early 2011.

Oct. 2009 - The Noble Amos Runner semisub rig is slated to drill a development well at the Caesar development field, located on Green Canyon Block 683. Caesar is currently being developed as a subsea tie-back to the Constitution Spar, located on Green Canyon Block 680.

Caesar/Tonga Development Update

Aug. 2009 - Anadarko reports that construction activities began on the Constitution spar to prepare for the tie-back of the Caesar/Tonga field. Production handling agreements were approved by Anadarko and its partners. Preparations are under way to drill two wells (GC726 #1 and GC683 #1 sidetrack) and run casing to prepare them for production. Anadarko expects to begin this program during the 3rd quarter of 2009.

Noble Amos Runner to Drill Appraisal at Tonga West

Jul. 2009 - The Noble Amos Runner is slated to drill an appraisal well at Green Canyon block 726 on the Tonga West field. Tonga West is currently under development and is expected to start production as early as 2010.

Technip Bags 2 Subsea Contracts for Caesar/Tonga Development
Type: Contract Award

Jul. 2009 - Technip was awarded two lump sum contracts by Anadarko Petroleum Corporation as Unit Operator for the Caesar/Tonga oil field development in the Gulf of Mexico. This field spans Green Canyon Blocks 683, 726, 727 and 770, in water depths of around 1,500 meters (5,100 feet), and it will be tied-back to the Constitution Spar platform. The first contract covers the design and supply of the components for four pipe-in-pipe flowlines and the installation of these flowlines, representing a total of 27 miles (43 kilometers). The second contract covers the project management, engineering and fabrication of two control umbilicals and their termination hardware.

StatoilHydro Gives Go-Ahead for Caesar Tonga Dev't in GOM

Apr. 2009 - The Anadarko-operated Caesar Tonga development consists of three discoveries, Tonga, Tonga West and Caesar. The three fields were combined into one project to be developed as a subsea tie-back to the Anadarko-operated Constitution Spar. The initial phase of development will consist of four wells with a combined average production of 40,000 bopd with first oil expected in 2011. StatoilHydro, Shell and Chevron also partner on the project.

Anadarko Expects Production at Constitution to be Restored in 1Q 2009

Feb. 2009 - Anadarko has reported in its 4Q Operations Report that the Constitution Spar is expected to be restored to full production by the end of 1Q 2009. The Constitution Spar was shut in for repairs after sustaining damage from Hurricane Ike. Third-party downstream infrustructures were also damanged and repairs on it is expected to be completed by the end of the quarter as well.

Anadarko Updates on its Caesar/Tonga Complex

Feb. 2009 - Anadarko announced success on Green Canyon 770 #1 appraisal well. The well was temporarily abandoned and will be used as a future producer. Anadarko continued with development activities at its Caesar/Tonga Complex in the 4th quarter 2008. Construction is underway at the Constitution spar to reduce future downtime when the subsea tieback is installed.

Constitution SPAR Facility Undergoing Repairs

Sep. 2008 - Anadarko reports that the Constitution SPAR facility in the western Gulf of Mexico on Green Canyon block 680 is currently undgoing repairs due to minor surface damage. Production is expected to restored as quickly and safely as possible, and as pipelines and infrastructure permit. The Constitution SPAR facility serves as a hub for the Constitution field, Ticonderoga field and the currently under development, Caesar field.

May. 2008 - Development on the Caesar / Tonga complex are still underway. Detailed reservoir simulation and subsea concept-validation work occurred in the 1st qtr. Unitization discussions were initiated with agreement that a phase development to the Constitution spar is the preferred option.

Mar. 2008 - Anadarko Petroleum announced that it expects to sanction and begin booking reserves associated with two of its substantial deepwater discoveries -- the Jubilee field offshore Ghana and Tonga West in the Gulf of Mexico -- in 2008. Anadarko anticipates each field to begin production as early as 2010.

Caesar Development Update
Type: Status Update

Nov. 2007 - The Caesar partnership formed an Integrated Project Team to study the development of the Caesar-Tonga discoveries as subsea tie-backs to the Constitution spar. The team is conducting studies to define the requirement of the subsea system for producing high-pressure oil and is creating subsurface models to optimize efficient recovery of both oil and gas. These studies will define the development plan for the field. Full project sanction is anticipated by the second half of 2008.

Anadarko Adds US GOM Properties

Nov. 2006 - The transaction with Chevron involves a swap of Anadarko's interests in the Mackenzie Delta, Beaufort Sea and Yukon areas in return for an incremental 12.5 percent working interest in seven deepwater Gulf of Mexico blocks encompassing the Tonga discovery, as well as enhanced terms within the companies' recently announced west Texas exploration joint venture. Anadarko, which currently is drilling an offset well to the Tonga discovery, now has a 37.5 percent working interest and intends to accelerate development of the field, potentially as a tie-back to the company's 100 percent owned Constitution production facility.

Jul. 2006 - Kerr-McGee has made another discovery in the deepwater Gulf of Mexico at the Caesar prospect. The Caesar #1 well, located in Green Canyon block 683 was drilled to a total depth of 29,721 feet and encountered quality oil pay. The Caesar discovery follows Kerr-McGee's recent announcement of a natural gas discovery at the deepwater Claymore prospect in Atwater Valley block 140.
