Project Description
The Balai Cluster comprises a cluster of marginal oil and gas fields in the areas around the Balai and West Acis discoveries, which are located offshore Sarawak in water depths of approximately 60m.

The Balai Cluster SFRSC has two distinct phases; the pre-development phase and the development phase leading to production. On the successful completion of the pre-development phase and agreement on the project viability of the fields, BC Petroleum will submit a field development plan for all or some of the fields and progress to the development phase. Production from all the fields in the cluster is planned to be online within 24 months from commencement of the development programme. The total cost of the pre-development phase is estimated to be between US$200-250 million. The total cost of the development phase is estimated to be between US$650–700 million.

The pre-development phase of the project has commenced and is expected to take up to 18 months. Pre-development activities are planned to include geological and geophysical works, the drilling and testing of appraisal wells and the procurement of related facilities and equipment. Activities undertaken by BC Petroleum during 3Q 2011 included: recruitment of staff; establishment of work systems; and the commencement of tendering for contracts. Activities undertaken by BC Petroleum in 4Q 2011 included: site surveys and soil boring of offshore field locations in preparation for drilling and platform installation; field sampling for the EIA study; reprocessing of seismic data and commencement of data interpretation; tendering and awards for equipment and services, such as fabrication of wellhead platforms; and the agreement to purchase a vessel for conversion into an early production vessel.

BC Petroleum Partners Receive Approval for Bentara Phase 1
Type: Development Activity

Mar. 2014 - Roc Oil submitted a Field Development Plan (FDP) for the Bentara field to Petronas in December 2013. The Malaysian state regulator recently approved the first phase of development as outlined in the FDP. Phase 1 will utilize the Bentara-2 and 3 wells and the existing wellhead platform. Both wells will flow to the Balai Mutiara Early Production Vessel (EPV) with first production beginning in 2Q 2014 at a rate of 2,000 to 3,000 bopd. BC Petroleum is a joint venture company that was established to operate and manage the Balai Cluster Risk Service Contract. Shareholders include Rock Oil (48%), Dialog Group (32%) and Petronas (20%).

Roc Oil Submits Bentara Field Development Plan

Jan. 2014 - In December 2013, Roc Oil submitted a Field Development Plan (FDP) to Petronas concerning the Bentara field in the Balai Cluster offshore Malaysia. The FDP outlines a two-phase development and approval is being sought for the first phase which involves early production utilizing the existing wells and facilities established during the pre-development phase. The company expects the FDP to be approved during 1Q 2014.

Balai Cluster Extended Well Testing Underway
Type: Development Activity

Nov. 2013 - Extended well testing (EWT) at the Balai field is underway using the Balai Mutiara Early Production Vessel (EPV). The EWT is part of the Balai Cluster pre-production phase and is designed to provide additional production and reservoir performance information that will be used to support the development planning process. Oil from two zones in the Balai-2 well was allowed to flow for 24 hours before being shut in to obtain pressure data. Recorded flow rates ranged between 4,000 to 4,200 bopd of 39 degree API oil. EWT is the final operations phase of the pre-development program. Field operator BC Petroleum plans to submit a Field Development Plan and move toward a final investment decision by the end of 2013.

Aug. 2013 - Roc Oil's Balai Cluster development drilling program has been completed. Early Production Vessel (EPV) Balai Murtiara arrived on location at the Balai wellhead platform to complete final commissioning and in-field trial operations. Once finished, the vessel will begin a series of extended well tests (EWT) which will provide additional data regarding reservoir deliverability and continuity, as well as hydrocarbon quality. BCP Nears End of Balai Cluster Pre-Development

Jun. 2013 - BC Petroleum's (BCP) pre-development drilling program is about to come to an end in the Balai Cluster RSC off Sarawak. The Ensco 53 (300' ILC) has drilled the Bentara-3 well to 9,983-feet total vertical depth and is now finalizing the completion of the well. Preliminary logging results indicate a net hydrocarbon pay of approximately 298 feet across 18 sandstone intervals. Upon completion, the rig will mobilize to Singapore and an Early Production Vessel (EPV) will move into the field to conduct extended well tests (EWT) on the five drilled pre-development wells. Once all EWTs are carried out, the data will be analyzed and the BCP partners will make a decision on the viability of the project. BCP shareholders include ROC (48%), Dialog Group (32%) and Petronas Carigali (20%).

Bentara Appraisal Continues in Balai Cluster

May. 2013 - ROC Oil advised that drilling of the Bentara-3 well in the Balai Cluster RSC has commenced. The well is the fifth and final well in the Balia Cluster pre-development/appraisal drilling program. Once the well is complete the joint venture partners will review the data and determine the economic viability of the fields. If the decision is made to move forward, a formal field development plan will be submitted.

BCP Prepares to Drill Another Balai Bluster Pre-Development Well

Apr. 2013 - Total depth has been reached at the West Acis-2 appraisal well in the Balai Cluster RSC off Malaysia. The well was drilled by the Ensco 53 (300' ILC) to a depth of 7,568 feet and encountered roughly 65 net feet of pay across three sandstone intervals. Success with West Acis-2 confirms the western extent of hydrocarbons in the West Acis field. The rig will now mobilize within the Balai Cluster to the Bentara field to drill Bentara-3.

Mar. 2013 - ROC Oil announced the spud of West Acis-2 by the Ensco 53 (300' ILC) in the Balai Cluster RSC in Malaysian water. West Acis-2 is a pre-development well with a target depth of just over 8,000 feet. The Balai Cluster pre-development phase kicked-off in 2012 and should be completed in 2013.

Feb. 2013 - Pre-development activities in the Balai Cluster Risk Service Contract continue to progress with commencement of the Spaoh-2 appraisal well. The well was spud by the Ensco 53 (300' ILC) January 31, 2013. Spaoh-2 is the third pre-development well in the multi-well Balai Cluster appraisal program. Proposed total depth of the well is 8,891 feet. ROC Oil, operator of the contract, indicates the appraisal drilling phase should be complete by the end of 2Q 2013.

BCP Continues with Balai Cluster Pre-Development

Jan. 2013 - Pre-development of the Balai Cluster offshore Malaysia continues to progress with the completion of the Balai-2 well drilled by the Ensco 53 (300' ILC). A net hydrocarbon pay of almost 290 feet was encountered across several zones before reaching the 7,434-foot TD. The well was designed to target a shallow carbonate reservoir as well as a deeper series of stacked sandstones. Both targets accounted for 131 and 154 feet of pay respectively. The rig will now mobilize to the Spaoh field to drill the Spaoh-2 appraisal well. Balai-2 will undergo an extended well test when an Early Production Vessel becomes available. BC Petroleum, the join venture that operates the Balai Cluster, is comprised of ROC (48%), Dialog Group (32%) and Petronas (20%).

Bentara-2 Passes the Test

Nov. 2012 - Preliminary testing has been completed on the Bentara-2 appraisal well in the Balai Cluster RSC offshore Sarawak, Malaysia. Logging identified up to 14 reservoir sections with potential pay in excess of 328 feet. The well was perforated over a 20 foot interval and flow tested for 23 hours to prove production potential. A stabilized maximum flow rate of 2,275 barrels per day of 30 degree API oil was achieved through a 40/64 inch choke. Bentara-2 has been shut-in until an Early Production Vessel (EPV) arrives to conduct an extended production test on the remaining reservoirs.

ROC Announces Successful Balai Cluster Appraisal

Oct. 2012 - Appraisal drilling activities at the Bentara-2 well in the Balai Cluster SFRSC have come to a stop upon reaching a total vertical depth of 9,038 feet. BC Petroleum was incorporated to manage the Balai Cluster Small Field Risk Service Contract and is comprised of ROC (48%), Dialog Group (32%) and Petronas (20%). Early results indicated and estimated net hydrocarbon pay in excess of 328 feet across a total interval of 2,132 feet. The well will now be cased and completed in preparation for well testing. Appraisal drilling is the first phase in pre-development of the license and is scheduled to take 18 months to execute. If pre-development is completed successfully the partners in BC Petroleum will submit a field development plan and work towards bringing the Balai Cluster into production.

Petronas Makes Two Major Discoveries Offshore Sarawak
Type: New Discovery

Feb. 2011 - Petronas has struck oil and gas in two wells, NC3 and Spaoh-1, offshore Sarawak. The NC3 wildcat well and a subsequent appraisal well in Block SK316 have an estimated 2.6 Tcf of net gas in place. The wells were drilled to a total depth of almost 13,123 feet (4,000 meters) below sea level. Production flow test results of the wells demonstrate that the field is technically producible, reported Petronas. The second discovery, Spaoh-1, located in Block SK306, was drilled to 9,843 feet (3,000 meters) and found around 100 million barrels of oil and .2 Tcf of gas in place. The well is currently being prepared for production testing. Petronas says it plans to drill more than 50 exploration wells offshore Malaysia over the next three years.
